Paste Values only when Workbook Protected

Not sure if I'm on the right track here. Wanting to allow Paste Values only when the workbook is protected. Latest failed code below


Sub PasteasValueWhenProtected()
With Workbooks("Workbook1")
If .ProtectWindows Or .ProtectStructure Then
Selection.PasteSpecial Paste:=xlPasteValues
Else
Selection.PasteSpecial Paste:=xlPasteAll

Lock one reference in a formula
Need 1 part of a formula to always point to the same range? use $ signs: $V$2:$Z$99 will always point to V2:Z99, even after copying
Is the sheet protected? Can you paste by hand into the sheet?
