Percentage Formula

I am having issues populating the correct percentage. This is breaking my head. I entered the following formula to calculate the percentage "=SUM(A14-B14)/A14" in the first row it seems like the percentage is correct. However in the second row the percentage is off by .1 is there a reason to this?

For percentage, wouldn't you always want to divide by 100% rather than B14
