Power Query: Fill Down BUG

Hi everyone!

It's been a long time since I posted here... =) But the other day my friend asked me to help with one pretty common transformation...
At first I thought it should be easy and done by a few minutes but then suddenly realized that one important function just doesn't work at all! And the problem wasn't because of software. Something is wrong with the file itself... or perhaps with formats.
So I'd appreciate it if anyone knows the cure.

Where is a problem?
For me the code below works fine

I forgot that "" and null is not the same for PQ. :D
