Powerquery how to Transpose by Key Column?

Within powerquery is there a feature that can effectively do this?How to Transpose by Key Columns with Ultimate Suite for Excel (ablebits.com)

There is a built in transpose feature but it doesn't give me the desired result as this does, because I can't set a key column, and would love to keep my automation all within powerquery.
