Price alert using RTD function

I have rtd's in the red and blue circles pulling prices (the red circled ones refresh live). The orange circles points that I would like to like to link to the red rtd's so that if the price is near them it will alert me/ pop up/ format cell. And if multiple points are reached then the cells leading up to that point will all also be changed/reflected.

The sheet is pretty fluid so if anyone has an idea on setting it up better i am all ears.
