random number generate

For the training purpose I need to generate random values for current year in column B based on plan column A within the range of 5% plus and minus, please help.

1000	1050	5%
2000	2090	4.5%
420	400	-4.8%
500	490	-2%

C1	C1	=(B1-A1)/A1

pressing f9 should recalculate the random number

EDIT: also i think reopening the worksheet might recalculate the RAND as well
