Reproduce pdf form in Excel without losing formatting

I'm trying to reproduce a tax form on excel.
https://www.irs.gov/pub/irs-pdf/f1040.pdf
Data > Get Form > Get pdf does not work.
The imported file loses the original format.

I tried converting pdf to word and then copy pasting but that did not work either. I'd like to avoid manual work to produce it. The end objective is to use excel function to prepare and print tax.

Any suggestion how to preserve the format so basic excel function can be used to prepare the tax and print? Thanks.

Excel Facts

Quick Sum
Select a range of cells. The total appears in bottom right of Excel screen. Right-click total to add Max, Min, Count, Average.
No matter how hard you try, you are bound to lose formatting in such an extensively formatted PDF.

Best would be to use PDF editor to fill in the form.

Foxit PDF Editor can do the trick for you. First you have to convert it to Word (in Foxit), which will make a perfect conversion with all fields.
And from there, you can move it to Excel, or keep it as a Word document, where you can edit as you want.
