Solver not optimizing by varying Data Validation Cells (w/ Lists)

My Solver does not seem to come up with an optimized value when changing inputs on cells that have Data Validation (w/ lists).

I am an objective to Maximize the result in a formula cell (AA57). I am doing so by varying inputs on cells with Data Validation (w/ lists) and I don't want Solver inputting non-integers into the cells.

My inputs are C3 and C4.

C3 takes values 1-28
C4 takes values 1-12

My constraints are as follows:
C3 <= 28
C3 >= 1
C3 = Integer
C4 <=12
C4 >=1
C4 = Integer

Solver runs and the model ends up in the same scenario that as when I ran Solver - and not optimized.
