unlock cell by click on lock cell!

I just watched a video. To unlock cells, select them and then go to home tab-->Format-->lock cell

It works! so by default all excel cells are locked to unlock any cell, select and go to home-->format--> lock cell

to lock it back, click on the same icon, lock cell

So lock cell works as toggle? is that right?

I never thought about that. I used to right click on a cell then Format Cell then uncheck the protect box.

No. This is only first option. Until you don't enter Password for Worksheet or Workbook Cells remains Unlock.
For that go to Review Tab & Select Protect Sheet or Protect Workbook Then Input Twice your password.
For Unlocking, When you want input data at cell you are limited and ask you to input password to Can modifications on cells.

If you unlock range based your thought after input password that range Not Locked but other cell at sheet Locked.
