When selecting a cell with cursor, another cell gets highlighted

I have read similar problems but not found the answer. This is driving me crazy.

When I am at the top of the excel sheet everything is normal.
When I then scroll down the problem starts. If I try yo select D30 it highlights and selects D21 if I had scrolled 9 rows down. If it was 1 row it would select D29

When I dobbelt tap the cursor is flashing in the selected cell in the example D30, if I write "HI" it appears in D30 until I hit enter then it jumps to the highligted cell example D21

Does this happen in just one worksheet, or one workbook or every worksheet/workbook?

If you close Excel and open with a fresh workbook, does the same thing happen?

Are you able to open one of the problematic workbooks on another computer to see if the same thing happens?
