False returns an exact match on an unordered list. Returns NA if not found.
True returns the a value even if an exact match is not found . Returns previous lower number if not found. Requires an ordered list.
example:

a vlookup for 4 with TRUE would return 3
a vlookup for 4 with FALSE would return n/a because 4 is not there
