What does the second calculate function do?

I'm new to DAX and am having trouble understanding the purpose of the second calculate function (bold) in the formula below:

% Net Into Tre Savings = CALCULATE(DIVIDE([Net Into Tre Savings], calculate([Net Into Tre Spend]), 0))

Typically when I see a calculate function, there is an operation after it (divide, sum, etc).

The Excel team increased the size of the grid in 2007. There are 2^20 rows and 2^14 columns for a total of 17 billion cells.
In this case - nothing. '[Net Into Tre spend]' is a measure so already wrapped in an implicit CALCULATE.

In fact, this shorter version should return same results:

% Net Into Tre Savings = CALCULATE(DIVIDE([Net Into Tre Savings], [Net Into Tre Spend] , 0))
