Can I filter this differently?

I would like to be able to filter the attached numbers differently than what the numbers filter offers. I would like to be able to sort a group of numbers like in 3's or 4's. Is this possible? Not to complicate things it would be nice to be able to find an exact match. I have added a column F and notes under I and J. I have tried and tried several things but can not seem to find something that works. the formula should be copied across and down


I am so sorry but I am really new at this. When I open a new sheet and copy this in a cell it places a 1 in the cell and of course all the cells. When I place my numbers on top of them the code goes away. Can you give me step by step instructions please? I have excel 2010
