Custom Number format keeps defaulting wrong

I want to set a custom number format for a set of numbers that appears like this: "0000,00000,00000"

So they are separated by commas into groups of 4, 5, 5.

However when I try to set this, Excel keeps thinking I mean groups of 3 (standard number separator) and wont' let me set it to what I want. how can I force it?

Formula for Yesterday
Name Manager, New Name. Yesterday =TODAY()-1. OK. Then, use =YESTERDAY in any cell. Tomorrow could be =TODAY()+1.
Try this custom format:

0000","00000","00000
