Excel Help needed badly

Hi I am trying to do a scatter 4 quadrent chart for a project I have been searching for hours and I still cant find something to help me, what im trying to do is my x axis needs to be 0% to 30% and the Y axis should be High (top) Low (bottom)
If someone can please help me and not make fun of me that would be awesome

Welcome to MrExcel.

You have to have values on the Y axis. The X axis can have values or labels. For an XY chart both axes are values. Is this what you want?
