Assuming this is a VBA question, this single line of code should do what you asked...i have referenced in sheet 1 cell d37 a number in cell f4 of the sheet survey 1. i would like to copy and paste that reference from survey 1 down 15 cells on sheet 1 while changing the reference from survey 1 by only 1 cell

Assuming that 1 cell is 1 cell down ('F5', 'F6', ...) and you're copying the formula from Sheet1 'D37' and pasting it to Sheet1 'D52', 'D67', ... and so on, maybe this formula could work

Try checking the spelling of the sheet name. Maybe there's a space in it that I have not considered like 'survey 1'.
