32 bit vs 32 bit Excel Launch URL

I have some code that works just fine on my 64bit Excel but my test user on 32bit gets the following error message:

This URL is reached by clicking on a cell formula that is looking up the URL link:

=IFERROR(HYPERLINK(VLOOKUP('Category Review'!AP104,$Z$104:$AI$449,4,0),"GET MY REPORT"),"FINISH SELECTIONS")

Any ideas?

Does the VLOOKUP table have to be sorted?
No! when you are using an exact match, the VLOOKUP table can be in any order. Best-selling items at the top is actually the best.
I could be wrong, but that doesn't look like an Excel problem. Assuming that the formula creates a proper hyperlink that resolves in a browser (which appears to be the case given that you say it works on your computer), that looks like the test user's computer won't let Excel access the internet - that's what the error message would suggest. Perhaps the firewall settings?
