4% output as 400%

I have the following code. Problem is that 4% is output 400%?

                If Not IsNumeric(m_Response) Then
                    MsgBox "Please enter a valid % !", vbCritical

                Else
                    m_Response = Format(m_Response, "0%")

Select range and press Ctrl+Shift+4 to format cells as currency. (Shift 4 is the $ sign).

If you enter 4, then that is 400% (because 100% = 1). What you need is probably:
