Absolute and Relative accross worksheets

Just a quick question... Does this not work across worksheets?
for example...
='10-27-05'!F$16
dragged down returns
='10-27-05'!F$16
='10-27-05'!F$16
='10-27-05'!F$16
='10-27-05'!F$16
...... or am i doing something wrong here?
