Will the fill handle fill 1, 2, 3?
Yes! Type 1 in a cell. Hold down Ctrl while you drag the fill handle.
This expects a list of sheet names in column A of Sheet1 and will create and name however many sheets are in that list

Code:
Sub CreateNewSheets()
Dim i As Long, LR As Long
With Sheets("Sheet1")
    LR = .Range("A" & Rows.Count).End(xlUp).Row
    For i = 1 To LR
        Sheets.Add after:=Sheets(Sheets.Count)
        ActiveSheet.Name = .Range("A" & i).Value
    Next i
End With
End Sub
