Added Options in Data Validation and Redundant Options in a Table

I have a table that records applications for assistance through a fund.
To drive reporting on the data in the table, there are 2 columns that take their entry in the form of a lookup from a column that has names in it (populated by data validation via a list)

My manager has assessed the table and has indicated that rather than have names in the column, she would prefer an area of the country instead.
I have added the areas and assigned the possible results from the lookups.
To preserve the existing data I have kept the names in the validation list.

How do I specify the drop down list not to include the names, only the areas without compromising the data and the results of the lookups already entered into the table?
If I change the validation from the row where we have started reporting via area rather than name, the formula is not automatically copied to the next row when data is entered into a new row.

Thanks in advance for assistance.
