Adding a Zero to Seconds formated cells

Is there a way to change the cell format from :46 to 0:46? I have a range of cells that are displayed like that and I can't figured it out. I tried changing the cell format to h:mm but not working.

Any advice is certainly appreciated. Thanks<?xml:namespace prefix = o ns = "urn:schemas-microsoft-com:office:office" /><o:p></o:p>
 
Is this :46 what you actuly have in a cell or is this a part of a longer text/value?
Can you post more examples?
