adding contents to the end of a cell

I have a log of submitted item. Some need to be resubmitted which means the number has to change. for example item 1 needs to be resubmitted as item 1.1 and then if it needs to be submitted again it would be 1.2 and so on

does anyone know how to select a cell, use the contents in that cell, and just add on a ".1" or ".2" to it?
