Adding to an Empty String

I have a column, lets call it Column A, that has a formula that returns an empty string ("") if a condition is not met. Column B contains numbers varying from 0 to 50. I want to add Column A to Column B but it is returning #VALUE when I try to add any "" cells.

I want these blank cells to be treated as zeros. I have some other Excel Files that treat them like zeros but I cant figure out why my current sheet won't do the same.

Is it something to do with the Formatting? Problem adding to Formulas? I cant figure it out. Help would be much appreciated.

How to change case of text in Excel?
Use =UPPER() for upper case, =LOWER() for lower case, and =PROPER() for proper case. PROPER won't capitalize second c in Mccartney
I realized I had a statement before the SUM() that would not let it fire. After removing that, the SUM() works perfect. Thanks!
