Allow change to text but do not allow insert/delete rows

Excel 2002

I have a spreadsheet in which I want to allow users to change the data within the cells, but I do not want to allow them to be able to insert or delete rows. Standard protection doesnt seem to allow one function and not another. Is there any way to do this? Thank you for the help.
