Amendment To Formula For Anything On Or Before Date in A1

I have the following formula which is dragged down to show every instance of the value in A1.

What I would like to do is amend the formula, so that it brings up anything on or before the date in A1 (rather than just the date displayed)

=INDEX('In Progress'!$A$2:$A$198,SMALL(IF(IFERROR(FIND($A$1,'In Progress'!$H$2:$H$198),0)>0,ROW('In Progress'!$H$2:$H$198)-ROW($A$2)+1),ROW(1:1)))

=INDEX('In Progress'!$A$2:$A$198,SMALL(IF('In Progress'!$H$2:$H$198<=$A$1,ROW('In Progress'!$H$2:$H$198)-ROW($A$2)+1),ROW(1:1)))
