I'm expecting the 7 to get removed in row 4. What's the issue?

Excel Facts

Ambidextrous Undo
Undo last command with Ctrl+Z or Alt+Backspace. If you use the Undo icon in the QAT, open the drop-down arrow to undo up to 100 steps.
Since you are looking across a row, you'll need to take UNIQUE by column with the 2nd argument:
Excel Formula:
=UNIQUE(HSTACK(C2:F2,H2),1)

Solution
Oops, didn't know UNIQUE had other arguments.
