Do you hate GETPIVOTDATA?
Prevent GETPIVOTDATA. Select inside a PivotTable. In the Analyze tab of the ribbon, open the dropown next to Options and turn it off
Perhaps

=IF(AND(MIN(C18:C42)<=1.5,COUNTBLANK(Q5:Q50)=51),"GO","")

That should be

=IF(AND(MIN(C18:C42)<=1.5,COUNTBLANK(Q5:Q50)=46),"GO","")

or to prevent those types of silly errors...

=IF(AND(MIN(C18:C42)<=1.5,COUNTBLANK(Q5:Q50)=ROWS(Q5:Q50)),"GO","")
