APOSTROPHES EVERYWHERE

I was given a workbook to do some vlookups, and the cells are text, with the number i need but with an apostrophe in the front. It's this way on two columns I'm trying to concatenate. I am guessing the apostrophes are the problem? Help?
 
I know this doesn't help, but I seem to have no issue manually deleting the ' and having the formula work as intended. Are you able to delete the column you are using for your formula and insert a new column?

I inserted new column all over again, when i manually punch in concat it adds the apostrophe automatic. i remove it and hit enter, it's back again

What is the format applied in the cells where you are trying to enter your formula? It should be General. Make sure it is not Text.
