array formulas - basic question

If I do =MAX({1;2;3}), it works (I get 3). But if I write ={1;2;3} in cell A1, then do =MAX(A1) in another cell (with or without Ctrl + Shift + Enter), it doesn't work (I get 1). Am I doing something wrong?

6	1	The formulas require a range or a constant.

8	2	A3 is the same as A2. While in A2 highlight the range and Press F9.
9	3	A4 does not work; it references a cell that it sees as text (not a range or a constant).

A2	=MAX(B2:D2)
A3	=MAX(B2:D2)
A4	=MAX(E1)

B3 after F9 becomes =MAX({1,2,3})
