Arrow controls on side of Scroller missing

On the Developer tab, specifically the "Insert" option, there is a place where I can add a Scroll Bar to my data. I've got it added and it works but it doesn't look like a scroll bar in the screen shot below. Mine only has the slider in the middle, and not the control arrows on either side. How do I get those to display and is there a way to control the colors used for various parts?

A form control scrollbar doesn't have arrows. An ActiveX scrollbar does have arrows.
