Auto Filling Monthly Savings for Current Year and Carry Over Years by Date

Dear Excel Gurus/Experts:

Need your help for this worksheet.
I am in charge of calculating the savings per project. Our savings is to be captured for 12 months per project.
Currently i am doing a manual entering of monthly savings per month by dividing the "full year savings" by 12 and manually enter the monthly savings per bucket.

I would really appreciate if you can help me automate this process when i enter the Date of implementation and the full year savings.

I have provided some examples below with different scenarios.

Please note that savings capturing is to start after two (2) months of implementation date.

Round to nearest half hour?
Use =MROUND(A2,"0:30") to round to nearest half hour. Use =CEILING(A2,"0:30") to round to next half hour.
Probably my question is not challenging enough for our experts here but it is for me and i hope someone is really kind enough to share their knowledge. If the presentation of my problem is not clear or you need questions please let me know as i am not a native english speaker so i dont know how to write good english. sorry.
