Although it was an add-in in Excel 2010 & Excel 2013, Power Query became a part of Excel in 2016, in Data, Get & Transform Data.

Put this in the module for the worksheet where you want the change to be monitored:

Private Sub Worksheet_Change(ByVal Target As Range)
If Target.Address = "$A$1" Then
MyMacro
End If
End Sub
