AverageIfs not excluding blanks

=AVERAGEIFS('GG - Wage Report'!$H:$H,'GG - Wage Report'!$M:$M,$D3,'GG - Wage Report'!$K:$K,Sheet2!$B$3,'GG - Wage Report'!$L:$L,"<>""")

The averageif is working but is not filtering out the "blank" or "<>" criteria. Is there a reason that It is not filtering out the blank columns in the averageifs. I set up column L so that I could filter out the blank cells.

I manually filtered them out and averaged them and it appears that it is defiantly not working.

What would the reason by for this?
