Bar Chart Changes colour if ?

Hi
How can I do this ?

I have a spreadsheet with Target & then Actual
I got a simple Bar Chart, what I would like is , if Actual Data is greater then the Target , the Actual Bar Must be filled Green.
If The Actual Data is Less than the Target Data, then the ( Actual Bar ) must be filled Red.

How could I do this , without writting code.

Use 2 series with a stacked column/bar chart. One of the series has the values below the target and the other one the values above.
