Basic Chart Help

This should be so simple but i haven't done charts for years and now trying to help my daughter do a chart. They have been told to do a scatter chart but I don't know if this is the right one.

this is the data.

Along the bottom of the chart she wants it to show income and down the site she wants the mortality figures. the the dots on the graph represents a country so brazil would be at 13.5 along the left and 14300 along the bottom. does this make sense to anyone!!!

Excel Facts

Waterfall charts in Excel?
Office 365 customers have access to Waterfall charts since late 2016. They were added to Excel 2019.
from what I can see in a scatter chart I would just highlight columns B and C but then the dots would not correlate back to the country

Maybe this link on adding data labels to scatter chart will help.
