trying to check if range of cells is blank then display a time can use isblank on single cell but don't know how to cover two cells together

c1:d1 if both are blank then e1 displays blank else e1 displays 00:45

any help please

If the range your're checking is long and you need to type a lot of equations, then you can use CountIFS:
=IF(COUNTIFS(C1:Z1,"")=COLUMNS(C1:Z1),"", TIME(00,45,00))

Also, instead of the TIME() Function you could use 45/(60*24).

You could use:

=if(AND(ISBLANK(C1),ISBLANK(D1)),"",Time(00,45,00))

But, if you have formulas that return "" in C1 orD1, they are not BLANK cells. BLANK meas absolutely nothing.
Instead use

IF(and(C1="",D1=""),"",Time(00,45,00))
