blank page opens when opening a excel file

when i open a excel file second blank page opens
how can i solve this problem?

Try moving all of the files in your XLSTART folder somewhere else.

This folder is empty

When i opened file in safe mode the issue didn't persist
so what does it mean?
should i every time open files in safe mode?

I know you said you tried disabling Add-Ins but the fact that running in safe mode eliminates the issue points to you having something running.
Did you unclick all the boxes under both Excel Add-Ins & COM Add-Ins ?

After that when you go to the Project Window are all the XLA & XLAM projects that you have in your image in Post #11 gone.

If you now open an Excel file is the problem still there ?
If yes then maybe close and reopen Excel with everything turned off and try it again
