blank page opens when opening a excel file

when i open a excel file second blank page opens
how can i solve this problem?
 
i checked and didn't see "PERSONAL.XLSB"
here it is my VB projects

Excel Facts

Add Bullets to Range
Select range. Press Ctrl+1. On Number tab, choose Custom. Type Alt+7 then space then @ sign (using 7 on numeric keypad)
I am afraid that I am out of ideas then.
You can try searching the web and see if anyone else mentions anything else we have not already discussed.

Try to disable all add-ins (Developer tab >> Add-ins group >> Excel Add-ins), and see if it still happens. If not, enable them one-by-one, until you find the culprit.

I already tried this one and no use

Try moving all of the files in your XLSTART folder somewhere else.

Does the issue persist if you open & run Excel in Safe mode ?
ie with Excel closed, hold the Ctrl key down and double click on the Excel icon or an excel file and click Yes on the dialogue box that appears.

When i opened file in safe mode the issue didn't persist
so what does it mean?
should i every time open files in safe mode?
