Block rows in worksheet

How do I block specific rows in a share worksheet from other users?

Is there a shortcut key for strikethrough?
Ctrl+S is used for Save. Ctrl+5 is used for Strikethrough. Why Ctrl+5? When you use hashmarks to count |||| is 4, strike through to mean 5.
"Block" meaning what exactly? Hiding them...if so, in VBA:
Rows("10:20").hidden = True
or simply hide them. Then protect the sheet.

Or, format them as Locked and protect the sheet if "block" means unable to enter data in rows but still keep them visible.

Worksheets also have a ScrollArea property to keep certain ranges from being selected but stay visible.

Or maybe you mean something else, so some details from you will help others you get an answer you can use.

Thanks Tom. "Block", I mean to hide rows and make it not available and visible by unauthorized users. Please show me step by step instruction.

Sorry to Jump in on this, but this section (format them as Locked and protect the sheet if "block" means unable to enter data in rows but still keep them visible) is something simular to what I am looking for, But I would also like the user's to be able to hid rows and columns, is this possible without VBA or a Macro?

If you want the users to be able to hide rows and columns on a protected sheet, then how would you define which rows or columns cannot be unhidden (that is, in the terminology of this thread, "blocked") by those same users. Not sure how you'd plan, in a user-friendly fashion, to allow users to do an operation on some ranges but not the same operation on other ranges. VBA *could* help address this, maybe with sign-ins for who is who, and which range(s) can be exposed to which people. I'm just thinking that some such level of scope or specification on what you're looking for can help derive a possible solution.
