Bubble chart in 2010

Hi - I have a number of risks I thought I could chart as a bubble chart using 3 metrics as below;
Impact Probability Status
Risk1 2.4 1 2.4
Risk2 3.2 2 6.4
Risk3 1.8 5 9

Etc.

Ideally the size of bubble would reflect the status and the impact and probability would be against the XY axis. The legend would list the different risks and the bubbles would be identified by colour. I'm sure I have done this in previous Excel versions, but if I highlight the above date (excluding the headers) and choose a bubble chart I get 2 series plotted, and when I go to select data I'm told the data is too complex to display and therefore unable to swap rows columns etc.
Am I going about this in the wrong way?

Three semi-colons will hide the value in the cell. Although most people use white font instead.
one fix is to delete the series and then add each series individually.

after you delete the series, select the chart,

then go to the Design ribbon.

Then choose Select Data button

Then Click on ADD from the series dialog box.
