What kind of programs can you use to open a XML file? Would they all understand a Excel password?

Have you looked at blogs.msdn.com or msdn.microsoft.com for the role of XML in a Excel workbook?

I tried to save as Book1.xml(XML DATA) but it wont let me keep the book protected which i want to do.
I did search here and there but couldnt understand what it really means...thought someonecan make me understand things better here in laymans language...

What i'm actually trying is to pull/retrive data without having to open the workbook and close again...
