Cancel another persons outlook appointment from excel

Hello all,
Here is my question. We have a log that assigns tech appointments for various things. Currently I have code that sets up the appointment if you are the user/tech. Now my supervisor wants to know if it is possible to say cancel appointments from tech and say assign them to someone else.
If this is possible, how would I start coding for this. Is it like sending a special email to each tech, one that cancels and one that assigns.

Note that the supervisor doesn’t need to be included in the appointment.
