Cannot Format Cells in a Tab

I have a worksheet with two tabs. In the first tab I am able to right click-format whatever I want.

In the second tab, when I right click and go to "Format cells" nothing happens. I also can not add borders to the cells. This is not a shared workbook or protected at all.

Any ideas?
