Cannot Tab through all unlocked cells

I've locked all the cells in a workbook except for a certain number for a survey. I'm trying to arrange it so that they only need to hit the 'Tab' button to navigate through the entire survey. It works only until I get to a row that has more than one cell that is unlocked. When I hit the 'Tab' key in those spots, it only allows me to navigate just that row.

Is there a way I can get it so that it can navigate ALL of the unlocked cells by just using the 'Tab' key?
