Cant Drag or Copy/Paste Pictures XL

Hi Team
Maybe someone can help.
I have just changed PC from Vista to Windows 7 and from 2003 to 2007 Xl.
I have twin screens and I create reports each week where I have XL open one one screen (which has a bunch of formatted pictures positioned in sized cells) and the report I am creatring on the other screen. I used to be able to drag pictures fron one screen to the other and now it just turns into a red circle and if I try to copy and paste it keeps resizing pictures to cell size.
I have made sure properties are "move but do not re-size"but nothing seems to work.
If I take the documents home and use my twin screens there with Vista and XL 2003 works perfectly.
Is there something in the 2007 xl or Windows 7 that I am not understanding.

Driving me mad.

If Excel is on one screen what is on the other? ( some clue other than "the report" please ... not that I have even an idea toward a solution though, I'm sorry )

Both screens have XL.
One XL file on one screen of which I have a data base of pictures and the other a weekly report which I drag formatted photos to the same size cells.

I think that it's Excel 2007 ....it's got a completely new graphics engine, and it looks like it doesn't operate over multiple screens the same way as Excel 2003. Just tried creating a simple chart and dragging between screens ... it's fine in Excel 2003 but won't do it in Excel 2007 ( this is on Windows XP ).
