Cant get "References" to be actionable in VBA Tools menu

I'm following a video that instructs me how to create a button in Excel (I'm using 2013) that when clicked, will take the data from Excel and publish it in PowerPoint. I'm at a stage where Excel needs to be told "what PowerPoint is and how to open it". The instructions say "Go to the Tools tab, select "References" and select "Microsoft PowerPoint" from the list. No matter what I try, "References" is greyed out and I can't select it.

Any ideas?

Do you hate GETPIVOTDATA?
Prevent GETPIVOTDATA. Select inside a PivotTable. In the Analyze tab of the ribbon, open the dropown next to Options and turn it off
Your Workbook may be locked or protected by Password.
Close all files, close Excel, open it again and create a new blank Workbook.
Then check if it's still grayed out.

OK, so I did as you suggested, closed all Excel files, closed, Excel, reopened Excel, opened a new file and went straight to creating a macro and "references" was available. I opened the original file and went to the original macro I created and "references" was still greyed out. There are no protected cells, rows, columns or sheets and nothing is locked. Any further thoughts?

Is there a Macro running at start when you open the file?
If there is one running then this will prevent making any changes. You'll have to stop the code with the Stop Button first.
