can't "redim preserve" this simple array

Sub test()
    Dim prov() As Variant
    ReDim prov(1 To 1)
    ReDim Preserve prov(2)  ' this gives a "Subscript out of range" error.  Why?

When you use only a single value in the ReDim command, the system assumes a lower bound set by the Option Base which, when not specified, defaults to zero. So, it looks like you are attempting to reset the lower bound from 1 in your first ReDim to 0 in your second one. I think if you change your second ReDim to the following that it should work...

ReDim Preserve prov(1 to 2)
