Can't scroll with mouse wheel on specific sheet after deleting a column on that sheet

In order to explain/solve this problem I would like to be able to share a pared down version of the workbook with no macros included (.xlsx file), but there doesn't seem to be a way to do that here. Can someone let me know if there is an accepted way to share workbooks on this forum?

In a specific sheet of a workbook I can't scroll with the mouse wheel. I can resolve this problem by unhiding all rows at the bottom (actually selecting "unhide" doesn't work--you have to set the row height to >0; I set it to 12). At this point you can scroll. Then you can hide the bottom rows again and you can still scroll. But when I remove a column I am not able to scroll again. Adding a new column doesn't seem to cause any problems. Adding/removing rows also doesn't cause problems.

I do not have this problem running the same workbook on other machines, nor do I have the problem on other workbooks. I also don't have the problem on other sheets within the same workbook.

I have tried:
removing my personal macro workbook before starting excel
Using a different mouse
enabling/disabling Hardware Graphics Acceleration
Disconnecting my external screens from the laptop.
Paring down the worksheet by clearing all cells

I am running Office 365.

What does custom number format of ;;; mean?
Three semi-colons will hide the value in the cell. Although most people use white font instead.
