cell changes alert

hi,
im very new to excel, kindly help me if possible.

currently my cell have =Sheet2!E7
i need background or fort alert when the digit in the cell have change no matter high or low.
if possible the alert will go off in a minutes or something will be better.

what would be your example of entry in Sheet2!E7?
You want a message as an alert?

sheet2 is a import list of data from web(refresh every minutes).
sheet3 will be sorting out of sheet 2 for clear view, so there is =Sheet2!E7.
i need an alert when the web make changes(message also can).
